The aspect designing of security policy goals is the most important part of the process of strategic planning and state security management in general. Unfortunately, the conditions in Poland do not favour both the theory and practice of designing security objectives. The prevailing patterns result in designing goals that do not take into account the complexity of the security environment, and are a simple response to single, emerging security problems. This article presents the author’s concept of designing security policy objectives with a large scale of integration. It considers the co-occurrence of hundreds of these categories, which are affecting the state in a coherent way.
